25. DANGEROUS TREES ON THE LANE TO PENLEE FARM
I re-visited the lane with our contractor, Paul Greenhill, yesterday afternoon. He was satisfied that there were no trees of concern along it. I will ensure that the lane is added to our regular ‘Roadside Tree Survey’ so that any change in the status of the trees will be noticed in good time and appropriate action taken.
Whilst on site we noticed a dead pine which is within the boundary of the cemetery further down the lane towards Penlee farm. Whilst this is not on Duchy land, I just wanted to flag it up in case you weren’t aware. It would be worth taking the tree down before it falls down. Also, for your information, there are a number of low hanging boughs within the cemetery itself which it would be worth cutting back now before they get out of hand.

This document sets the main ways in which we engage with communities, businesses and organisations and individuals around planning. This Statement of Community Involvement (SCI) sets out our plans for involving the public in considering planning applications and preparing the Local Plan for Dartmoor National Park.

21. Waste Team & Mail Preference Service
Please can you help? Here in the Waste Team we are very keen to reduce the amount of unnecessary junk mail that hits Devon's doormats (around 50,000 tonnes a year!). We currently have some ‘Say No! to Junk Mail’ material that has been produced in collaboration with the Mailing Preference Service. We are looking at ways to distribute this material to the public and have identified Town and Parish Councils as a good opportunity to do so. This material is made up of the following: 1. Leaflets: with attached freepost card, to help the public easily find out and sign up to the Mailing Preference Service. This service can remove your name from up to 95% of Direct Mail lists and is supported by the Royal Mail (see attached). The card also covers other helpful services such as the Telephone Preference Service, to help stop unwanted UK calls and the Email Preference Service, to stop unwanted emails. 2. Letterbox stickers: that will help residents to tailor their mail (see attached). Both the leaflets and stickers are displayed in a free-standing plastic holder (which is supplied). Please see image attached. This holder and postcards/stickers would be at no cost to your Town/Parish. These holders are currently displayed in Devon’s libraries and Learn Devon Centres across the county. If this is something you would be interested in then please let me know by responding to this email, we can then look at sending you postcards, letterbox stickers and holders. This will be an ongoing project so we can supply you with more stickers and leaflets when you require (there is a contact email to order more postcards/stickers on the back of the holder). Overall this scheme will help the whole community fight back against unwanted mail and can help save 4kg of waste per person per year! Further to my email sent on the 13th August 2015, I would like to apologise for any confusion in regards to the proposals for the width restriction scheme at New Bridge. I would like to confirm that the proposals for the scheme are not final and have not been agreed.
We have recently received feedback in regards to our proposals and as a result of this we have decided to revisit the design taking into account all concerns that have been brought to our attention.
Once we have revisited the design I will consult with all parties concerned to ensure the most suitable and practical scheme is delivered.

16. Bellever Close Flooding - Update from Ton Stratton - 21 Aug 15
A note to confirm that I met with Highways this morning and on this particular occasion, they are happy for us to arrange the connection of the surface water drainage pipe at the rear of Lords car park into the highway drain on the Duchy’s land to the rear of the Post Office. It is considered that there is sufficient capacity in the system to cope with the water.
I have instructed Cann Bros to do the work and thereafter, resurface the road. A larger gulley will be installed close to the junction between the Duchy owned section of road and Bellever Close itself to ensure any surface water is directed into the drainage system, without flowing out into the Close.

New Government funding proposals would be a 'catastrophe' for Devon and Cornwall. Home Secretary, Theresa May, is currently consulting on the formula used to decide how much funding each police force gets - at the moment Devon and Cornwall receives £12million less than the average police force in England and Wales. But we fear the Government's new proposals will exacerbate the problem - further widening the gap between rural and metropolitan areas. Our team has analysed the proposals and it looks like we miss out on a further £11million, and that could mean a loss of 200 police officers. This news gives greater importance to our Fair Funding campaign. We have collected over 5,600 signatures for our petition. Thank you if you have already shown your support and signed it. Households in the West Devon Council area will soon be receiving a form asking residents to check whether the information that appears on the electoral register for those living at their address is correct as part of the annual voter registration canvass. The aim of the form is to ensure that the electoral register is up to date and to identify any residents who are not registered so that they can be encouraged to do so.
Steve Jorden, Electoral Registration Officer at West Devon Borough Council said:
“Anyone wishing to vote must be registered. To make sure you can have your say in a referendum or vote in an election, check the form when it arrives. Make sure that everyone who is eligible is included.
“You can fill in the form online using the security codes pre-printed on the form or send it back in the prepaid envelope. The information you provide will enable us to send a registration form to anyone who needs to be added or they can go online at www.gov.uk/register-to-vote.
“It’s particularly important that anyone who has moved address recently looks out for the form and checks whether they are registered. It is a brown envelope addressed ‘to the occupier’. Please make sure that you provide the information either online or by post or you could be fined £1000”
With the Police and Crime Commissioner elections taking place across the Devon and Cornwall Police Area in May 2016 and the possibility of a referendum being held during the lifetime of the register, this is an opportunity for residents to make sure that when the elections take place they will easily be able to take part.

On Saturday 12th September 2015 we are planning an endurance GB pleasure ride in aid of a local charity, the ride is taking place under Endurance GB rules and covered by their insurance.
The ride starts at Gallant Le Bower Farm , Holne, heading down to Newbridge, around Hannaford and Dr Blackall 's Drive down to Dartmeet, through fields at Huccaby to Hexworthy then across Holne Moor back to the venue.
The rider numbers are limited to fifty, leaving the venue in two's and three's. There will be no dogs allowed or vehicles/ crewing on the moor. We will mark the route on the Friday evening with fluorescent flags/ tape, these will be taken down on Saturday as soon as the ride has closed.
The Dartmoor National Park have agreed the route, but feel free to let me know if you have any concerns or questions.

Would you also be able to give an idea of cost for cutting the rest of the car park? I know we discussed this some time ago when you went out to tender.
There may be issues here in terms of our procurement policy / tendering, which we would have to work through, but to have an idea on cost as a starting point would be helpful. It will be something I would need to take to management team as it would need to be budgeted for, and as I’m sure you are acutely aware, our budgets / resources are likely to be reduced further in the Government’s next spending review.

4. WDBC Licensing Policy Consultation
Under the Licensing Act 2003, West Devon Borough Council is required to undertake a consultation on the Borough’s Licensing Policy, including those who represent businesses and residents in our area. The policy sets out how the council will make decisions on applications relating to the sale of alcohol, provision of regulated entertainment and late night refreshment over the next five years. Once approved, the updated policy will come into effect in January 2016 and will last until 2021.
The current policy has been in place since 2010, so this updated version incorporates new information relating to recent changes in legislation such as the Live Music Act 2012 and the Police Reform and Social Responsibility Act 2011.
The consultation will end on 6 November 2015, following this period the policy and any amendments will be put to Council for formal adoption in December.

2. Bus Services
Following the County Council’s review of supported bus service commitments, the Cabinet have agreed a number of changes to take effect in the week beginning Sunday 20th September.
The changes affecting your District area are listed below. I have not attached revised timetables so as not to unduly overload your in-box. Timetables will be included in a new edition of the area timetable books being published shortly. Information will also be posted on http://www.journeydevon.info/ If in the meantime you require further details or other information, please contact devonbus@devon.gov.uk
Service 75/46 (Barnstaple - Okehampton - Tavistock - Plymouth): Withdrawal of Sunday service between Barnstaple, Okehampton and Tavistock. Reduced Monday to Saturday timetable between Barnstaple and Okehampton. There is no longer a morning bus for fare-paying pupils from points north of Hatherleigh going to Okehampton College. Some change to Okehampton - Tavistock - Plymouth timetable.
Service 82 (Exeter - Dartmoor - Tavistock Summer): Withdrawn.
Service 87 (Bere Alston - Tavistock): The 0640 departure from Tavistock and the 1854 from Bere Alston withdrawn (but
still runs up from Station to village). Remainder of timetable slightly altered but no other departures withdrawn.
Service 178: Diversion via Giblands Park and Hunters Gate, Okehampton, in partial replacement for Town Bus.
Service 187 (Okehampton - Gunnislake Summer): Withdrawn.
Service 318 (Okehampton Town): Withdrawn. Giblands Park and Hunters Gate are served by Service 178. The North Street / Link Road loop is served by Service 46. Moyses Meadow is served by Service 75. Other parts of the former town service are served at certain times by the Ring & Ride.

1. Tavistock and District Local Economic Blueprint
We would like to thank you for your interest in the Tavistock and District Local Economic Blueprint. This has only been possible through people sharing ideas and information about how we can meet more of our needs through local supply chains. We are now able to publish the first part of our report, which focuses on food and drink.
Food choices affect our health, environment and economy. In our study area there are hundreds of food businesses, from farms to restaurants, providing around 3000 jobs. We estimate over £80m a year is spent on food and drink by people living in or visiting the Tavistock area. Despite our heritage of food production, most of this now goes to large companies with national and international rather than regional or local supply chains. A marginal shift in the overall pattern could therefore retain significant funds in the local economy.

The full Blueprint, which will also cover how we produce and use energy, will be published in early autumn. In the meantime we are holding a smaller stakeholder launch on Monday September 14th 2015 at Kingdon House from 14:30 to 16:30. This is to thank you and invite you to consider the next steps.
